Technical inspections of ambulances

An ambulance used as an emergency vehicle undergoes a periodic technical inspection every year and is not subject to the 3–2–1 scheme typical for passenger cars. However, an inspection at a station is only one of the operator’s obligations, because the inspections of the base vehicle and the medical bodywork have different bases and their own calendar.

How a technical inspection differs from a service inspection of an ambulance

A technical inspection is a statutory obligation and is performed by a vehicle inspector at a vehicle inspection station. A service inspection results from a warranty or contract, and is performed by a service center according to the manufacturer’s recommendations. The word inspection means several different activities in an ambulance fleet, so each of them is planned separately.

In an ambulance, the medical bodywork is added to this. The base vehicle is serviced by the chassis manufacturer’s authorized network, and the medical compartment, stretchers, and loading systems by the bodywork manufacturer, so in the event of a failure, it must first be determined which part it concerns.

A certificate from a service center does not replace an inspection at an inspection station, and a positive technical inspection does not exempt from warranty inspections.

Sanitary and hygienic requirements are a separate area, which is described in a separate article indicated at the end of the text, therefore the table omits it.

How often an ambulance must undergo a technical inspection

An ambulance used as an emergency vehicle must undergo a periodic technical inspection every year. This results from Art. 81 sec. 5 and 6 of the Road Traffic Act. Section 5 provides for an annual inspection as a rule, and Section 6 lists emergency vehicles among those for which a more lenient rhythm does not apply. Inspection station websites state the same, for example, SKP Łódź indicates an inspection at least once a year for emergency vehicles.

Why the 3–2–1 scheme does not apply to emergency vehicles

Section 6 provides a more lenient rhythm for a passenger car, a truck up to 3.5 t, a motorcycle, and a trailer up to 3.5 t. The first inspection takes place before the end of three years from registration, the next before the end of five years and no later than two years after the previous one, and then every year. This is how automotive guides describe this scheme, for example, Autobaza.pl.

The same provision excludes from the scheme taxis, driving school vehicles, and emergency vehicles (which are inspected annually). Apart from Section 6, the rule from Section 5 applies, and the structure of both provisions shows that a vehicle with a gross vehicle weight rating above 3.5 t is inspected every year regardless of its status. The deadline from the guide for passenger car drivers will therefore be incorrect for an ambulance.

First inspection of a new ambulance before registration

Section 3 stipulates that a periodic technical inspection is carried out for the first time before the first registration of the vehicle in Poland. Section 4 exempts a new vehicle with a complete set of homologation documents or with individual approval and a vehicle previously registered abroad from it, and ends with a clause excluding a taxi, an emergency vehicle, and several other special vehicles.

The clause stands at the end of the entire section, after point 2, and the text itself does not indicate whether it also covers new vehicles from point 1, or only vehicles previously registered abroad. From the wording itself, it cannot be determined whether a new ambulance with homologation documents must pass an inspection before the first registration, and the buyer should confirm this at the vehicle registration office or at an inspection station. Regardless of this, Section 11 point 4 requires an additional inspection before using the vehicle as an emergency vehicle.

Ambulances without the status of an emergency vehicle

Article 81 speaks of an emergency vehicle, and not an ambulance as such, and does not determine how to treat a transport ambulance without emergency signals. For vehicles with a gross vehicle weight rating over 3.5 t, the annual rhythm already results from Section 5. In other cases, the operator should establish the regime at the inspection station before accepting a rhythm less frequent than annual. The article on the status of an emergency vehicle and driver privileges describes when an ambulance gains the status of an emergency vehicle.

When an ambulance requires an additional technical inspection

An ambulance requires an additional technical inspection before being used as an emergency vehicle, after changes causing a change of data in the registration certificate, after repairing substantial damage, and after being referred by a road traffic control authority or a starosta (district head). The basis is Art. 81 sec. 11, which applies independently of the annual inspection and also lists further cases, less typical for an ambulance.

SituationBasis in Art. 81 sec. 11What this means for the operator
The vehicle is to be used as an emergency vehiclepoint 4inspection before starting use in this capacity
Structural changes or replacement of components causing a change of data in the registration certificatepoint 3the change of data in the certificate is decisive, and the provision provides for exceptions with a reference to Art. 66 sec. 4 points 5 and 6
Repair resulting from substantial damagepoint 5inspection after repair
Referral by a road traffic control authoritypoint 1inspection upon summons when the vehicle may threaten traffic safety or violate environmental protection requirements, or participated in an accident with damage to load-bearing components
Referral by a starosta or at the request of the vehicle ownerpoint 2inspection in order to identify the vehicle or determine data for registration, or when documents indicate participation in an accident or a violation of environmental protection requirements

During modernization, what matters is whether the change causes a change in the data entered in the registration certificate. The answer depends on the specific change, which is why its assessment is usually done before starting the work.

After a collision, the operator should check whether the damage concerns the load-bearing elements of the body, chassis, or frame and whether the repair constitutes substantial damage.

Where the inspection takes place and what the vehicle inspector checks

The inspection of an ambulance takes place at a vehicle inspection station, and its type depends on the gross vehicle weight rating of the vehicle and the type of inspection. The vehicle inspector operates according to the regulation of the Minister of Transport, Construction and Maritime Economy of June 26, 2012, on the scope and method of conducting technical inspections of vehicles and templates of documents used in these inspections, the issuance of which is authorized by Art. 81 sec. 15.

Basic and district vehicle inspection station

According to Art. 83, a basic station inspects vehicles with a gross vehicle weight rating up to 3.5 t, and a district station conducts periodic and additional inspections of all vehicles. Therefore, an ambulance with a higher weight must be presented at a district station, and the operator will find the weight in the registration certificate.

The exception applies to vehicles after structural changes or component replacement that change the data in the registration certificate. The inspection of compliance with technical conditions of such a vehicle is performed exclusively by a district station, even when the weight does not exceed 3.5 t (Art. 83 sec. 1a).

Emergency signals and technical inspection document

The study by A. Granoszewski from PISKP from 2021 lists the following situations that determine a negative result of an emergency vehicle inspection:

  • lack of or non-functioning acoustic warning signals,
  • non-functioning or incorrectly colored visual warning signal,
  • incorrect vehicle color or inscriptions on it,
  • the ability to activate the acoustic signal without the visual signal,
  • activation of signals depending on the position of the device enabling engine operation.

The list reflects the state from 2021, and the applicable scope is determined by the current wording of the regulation. Art. 81 sec. 12 concerns a vehicle with an installed technical device subject to technical supervision, and the inspection of such a vehicle can be carried out after presenting a document from the technical supervision authority stating the efficiency of the device. Whether a specific device in an ambulance is subject to supervision results from its documentation and the bodywork documentation.

What legal obligations the operator has besides the technical inspection

Art. 81 sec. 1 imposes the obligation to present the vehicle for a technical inspection on its owner. A separate requirement results from Art. 161ba of the Act on Healthcare Services Financed from Public Funds (consolidated text, Journal of Laws 2025 item 1461). Sanitary transport is performed by specialized means of transport, which must meet the technical and quality features specified in the Polish Standards transposing European harmonized standards. Public procurers in practice refer to PN-EN 1789, for example, Meditrans in the procedure for the purchase of type C ambulances from 2023.

The list of ambulance equipment and the basis for determining it is described in the article on equipment according to the regulations and the NFZ (National Health Fund) order, and the principles of hygiene and disinfection in a separate article on sanitary requirements. Regulations on medical devices and on the control of entities performing sanitary transport go beyond this text.

Service and warranty inspections in practice

Service inspections result from the contract and warranty conditions, therefore their scope and deadlines are determined by the base vehicle manufacturer and the bodywork manufacturer.

The Voivodeship Emergency Medical Service and Sanitary Transport Station Meditrans in Warsaw, in its clarifications to the specification of terms of the contract of June 16, 2023 (procedure 23/ZP/2023), required that warranty and technical inspections of base vehicles be performed at an authorized service station. During the warranty period, the cost of these services was to be borne by the contractor, the cost of consumables, for example, oils, by the ordering party, and the inspections of the special bodywork entirely by the contractor. The ordering party also confirmed that medical adaptation inspections are included in the bid price.

In the draft service contract of Ratownictwo Medyczne Sp. z o.o. in Świebodzin from 2020, the contractor is to perform inspections required by regulations and by the base vehicle manufacturer, with an entry in the registration certificate. It also declares that it has the qualifications of a district vehicle inspection station for annual and post-repair inspections, or will commission them to a third party. The inspection date is agreed with the ordering party and cannot exceed 7 days from the day following the notification of the need, unless the ordering party agrees to a later one.

The service department of KG Special Performance covers the service of the medical space, including the inspection of integrated systems and components, repairs, for example, faults in visual signals, and the service of stretchers and loading systems. It also helps determine whether the fault concerns the base vehicle or the bodywork. The base vehicle is serviced by an authorized dealer network, and the intervals for bodywork inspections are established with the contractor in the documentation and service contract. We describe the impact of preventive maintenance on costs in the article on optimizing ambulance maintenance costs.

How to plan a fleet inspection calendar

A fleet calendar is best based on a single document in which each vehicle has separate dates for the technical inspection, base vehicle inspection, bodywork inspection, and equipment control. The technical inspection date is a fixed point in the calendar, so service inspections can be arranged around it and visits can be combined into one window of taking the vehicle off duty.

Additional inspections from Art. 81 sec. 11 do not have a fixed date, so after a collision, modernization, or a change in the vehicle’s purpose, they must be entered into the calendar immediately and inspections that fall at the same time must be postponed.

ElementWho performs itWhenDocument
Technical inspectionvehicle inspection station, district for vehicles over 3.5 tevery yearregistration certificate with the inspection date
Additional inspectionvehicle inspection station, district after changes altering the data in the certificateafter an event from Art. 81 sec. 11inspection certificate

Medical bodywork inspectionbodywork manufacturer or its service centeraccording to the documentation and contractservice report or protocol

It is worth keeping a complete set of documents from the last technical inspection and the last service inspection with each vehicle, because on their basis the station and the service center determine subsequent dates.

FAQ

How often must an ambulance undergo a technical inspection?

Every year, if it is an emergency vehicle.

Must a new ambulance have an inspection before registration?

Art. 81 sec. 3 requires such an inspection before the first registration, and sec. 4 exempts new vehicles with homologation documents from it. However, the clause excluding an emergency vehicle is at the end of sec. 4, and its scope does not result clearly from the wording, therefore the buyer should confirm it before registration. In any case, an additional inspection from sec. 11 point 4 is mandatory before using it as an emergency vehicle.

How does a technical inspection differ from a service inspection of an ambulance?

A technical inspection is performed by a vehicle inspector at a vehicle inspection station on the basis of the act, and its date is entered into the registration certificate. A service inspection is performed by a service center according to the recommendations of the manufacturer of the base vehicle and the bodywork, on the basis of a warranty or contract.

Which station to go to with an ambulance over 3.5 t?

To a district vehicle inspection station, because a basic one inspects vehicles with a gross vehicle weight rating up to 3.5 t.

When does an ambulance need an additional technical inspection?

Before being used as an emergency vehicle, after changes altering the data in the registration certificate, after repairing substantial damage, and after being referred by a road traffic control authority or a starosta. The full list of cases is contained in Art. 81 sec. 11, and the inspection after changes in the certificate takes place exclusively at a district station.

Who is responsible for the dates of inspections and services in the fleet?

The obligation to present the vehicle for a technical inspection rests with the vehicle owner. Service inspections and equipment controls result from service contracts and manufacturers’ documentation, so their dates must be monitored according to these documents. During the warranty period, the costs of inspections may be borne by the contractor, as in the Meditrans procedure from 2023. Therefore, the fleet calendar assigns each date to a specific person or entity.
